In a designed experiment the "causes" defined as treatment combinations are set and one tests to see if there are "effects". Conversely in a quasi experiment, because treatments are not randomly assigned to subjects, one observes the "effects" and then asks if the "potential causes" are associated with these observed effects.
As others point out, this limits statistical inference to association as opposed to causation.
