I have confused to perform CEA using odds ratios estimated by a meta-analysis. See attached.

For example, difference in median time to alleviation of all symptoms for placebo versus baloxavir marboxil was 29.36 hours and that for laninamivir versus baloxavir marboxil was 6.41hours. I thought efficacy (%) is calculated using the following formula:

Efficacy (%) = (29.36 hours – 6.41 hours) / 29.36 hours * 100

Is it reasonable to use CEA as a base-case scenario?

Or, if anybody knows how to apply data such as odds ratio from a meta-analysis, could you tell me the point or relevant articles.
