I simulate FSI with Transient structure and Fluent
First, I put very high frequency of vibration to structure and transfer this displacement to the fluid flow (Fluent).
Then, I use lower frequency that makes the error as shown below
Update failed for the Solution component in System Coupling. The coupled update for System, Fluid Flow (Fluent), threw an exception.

what are you trying to simulate?
Have you a compressibility model enabled (even for liquids)? Most of the times it really helps, although it may take some more iterations to converge at each timestep (but convergence is much smoother)

What Yannis Koveos suggests might improve your simulations. When you enable the compressibility equation, your simulation has an extra equation which may increase the stability of your solution.
Regarding the error you are getting at lower frequencies; are you using the same time step size in low and high frequency simulations? If your time step size in low frequencies are high, you might be missing some flow properties in between the consequent time steps which might fail your simulation.
