Usually Q4 journals have lesser impact as compared to other quartiles (Q1, Q2, Q3) and occupied in the 75% to 100% category. Thus it is better to not choose from Q4 list until the journal is SCI/SCIE or Scopus indexed (mostly unlikely). Also there is a risk and high possibility that a journal may not belong in Q4 due to quality issue in near future. Thus for safer option, you may go for Q3.
There is a difference between ESCI (Emerging Sources Citation Index) and SCI/SCIE journals (https://www.ilovephd.com/what-is-the-difference-between-sci-scie-and-esci-journals/amp/).
