These strata are above high tide level, about 4m thick and are overlain by several thin dark very shelly podzol layers that are overlain in turn by 20 -30m of dune sands.Is this evidence of recent uplift of the dune system or of a tsunami-type sudden flooding of this coast?

There were three tsunami from slides which may have created your sediments: http://www.bgs.ac.uk/discoveringGeology/hazards/landslides/sea.html
If it was the Storegga slide which happened 8000 years ago https://en.wikipedia.org/wiki/Storegga_Slide then the coast may have been rising as the result of isostatic readjustment following the last glaciation.
