Can an author of a translated Instrument in another language register it as copyright under his or name?

I would say that the translator has a copyright on his translation if it meets the criteria of creativity. That is, that he did not throw everything into a google translator, but that he translated it in a creative and artistic way, such as translating a book, translating a film for dubbing, using his writing talents. A translation, of course, can be made for one's own purposes and one does not need to ask anyone's permission, but its dissemination already requires the consent of the author of the original work. Unless this work is in the public domain.
