Ansys mesh(sweep) of cracked composite model is not working? The error is following volumes could not be swept?

I have modeled the composite with 8 layers. I have modeled the crack up to half its thickness (volume is removed on top 4 layers to create a notch). While meshing, all layers are meshed except one layer. (Which is mostly the 5th layer: adjacent to the cracked layer).

I have used SOLSH190 element. The Hex-Sweep mesh failling.

I have used shell 181 and 281 element, but the natural frequency values are not correct. If the natural frequency of uncracked beam with SOLSH190 giving 54Hz (correct answer), whereas the shell element is givng 49Hz.

Please help me to mesh my model correctly in Ansys APDL. Please look into the attached images.
