Unfortunately most of our country researchers follow only ISI journals according to the policy of our employee but I think as you wrote reliability , responsibility, accuracy and ... are the most important factors for journals, nowadays many journals only work as a business and marketing and not follow the scientific roles.

The reputation of the publisher is important, as well as the regularity of appearance of the journal for many years. Today the citations count is important too, and the responsiveness of the editorial staff. The journal's online site should be informative, and provide clear information for those who wish to publish in it.
1. A journal should have a well-defined scope that confines the parts of the discipline it deals with. It must be SCI/Scopus indexed.
2. It should take minimum time to review a paper. It must communicate the author about the tentative time for review.
3. Rejection of a paper should be clearly explained and justified. The authors are allowed to argue against the votes of the reviewers.
4. It should not have any charge for publication
5. Lastly a journal must have high impact factor.
Personally I prefer SCI journals (Elsevier, Wiley, Springer, Taylor & Francis publications) that have all the required good characteristics for the publication of a research paper in engineering specialty.

My opinion regarding my experience first I seen impact factor citation factor of journal and then consider with out publication cost and format structure and quicker response and clearly defined reviewer results......
In ResearchGate First under Publikation article then Klick peered and Control if on the shown list the Journal wanted is listed; then it is ok. Alone it is impossible to get a Publikation in science or nature.
Specialized journals (journals dedicated to the specific research field) are important for continued existence of the research field and for deeper discussion within the expert community of the field, but readers are largely limited to experts in the community. The impact factor of such specialized journals may depend on the size and activity of the expert community. Taking my research field (ionizing radiation research) for instance, the impact factor in the specialized journals rarely exceeds 5, and that in most of them ranges between 1 and 3. As such, publications in the journals with higher impact factor (generally with broader coverage of various fields) are also important to attract more general interest to the field and to stimulate discussion in the broader community. In addition to international journals, publications in the local journals (Japanese or Asian for me) are also important for keeping the field active in that area, though readers can be mostly limited to those from the local area. Nevertheless, open access journals (albeit often costly) and SNS like ResearchGate do help increase the number of readers and broaden the coverage of readers.
Easy to read with Clear explanation of abstract and conclusions, very important is where the journal is indexed, how much impact factor and response time.
For me checking the impact Factor (IF) of the journal from a reliable sources. Also, i agree with Dr. Anuradha Iddagoda on the aspect of clarity and integrity of journal.
1. Editorial Board - must be composed of senior professional researchers from different academic institutions and industry across the globe;
2. Indexation - the journal or publisher must be indexed in reputable, high impact research repository/ data base eg Scopus, ICPC, Thompson Reuters etc
3. Peer Review - the journal must have experienced reviewers for a thourough blind peer review;
4. Visibility - the journal is expected to have open access for readers in order to increase the visibility and citation of authors.
the production and consolidation of an idea, the definition of partnerships, focus on the reader, the choice of the journal, organization of the paper .
Originality, novelty, problem-sharing, solution-making, interesting, concept-building are some of the important characteristics for a publisher/journal.
