I submitted an article to the journal Construction and Building Materials, but it was rejected after one and a half months. After revisions, I transferred it to the journal Journal of Building Engineering. On September 10, the paper entered the under review status, and on September 11, it showed review invitations sent: 3; review invitations accepted: 2; Reviews completed: 1. That is, one reviewer completed the review in one day. Because the Journal of Building Engineering is a top journal, I am worried that if one reviewer rejects it, then no matter what the other reviewer's opinion is, the article will eventually be rejected. So did this reviewer refuse to review the paper or did he just finish the review because he had free time? Has anyone encountered a similar situation?
