HRD gives a fairly accurate size of the crystal structure and your size may be real.

That's OK. You can check/validate with other analytical methods too. Scherrer equation is used to theoretically calculate the nano-crystallite size (non-applicable to 0.1 microns).

Have you used most common Turkevich method for synthesis? If yes, then i can say what you have got are correct within the experimental constraints. Also, where does the LSPR absorbance mode show up. Best is you can record DLS, TEM or SEM for cross-validating the size. Take a look at below articles for more info on how you can correlate size from XRD, DLS and TEM:

If your crystallize size is 60nm than the synthesized particles size must be ~400nm or more.

Nanoparticles is general known for particles less than 100nm but if a diameter of 200 nm or more exhibit a size effect, then nanoparticles can be classified as nanoparticles, and their application to nanotechnology.

From XRD, you can find avarage crystallite size only. If you want to know accurate particle size of your material then you have to do TEM or HR TEM. So, first you have to do TEM analysis for your material.

Accuracy is always defined against an existing certified standard. In this case you an verify the performance of your apparatus with the NIST SRM 1979 Powder Diffraction Line Profile Standard for Crystallite Size Analysis(Nano-Crystalline ZnO Powder) standard.
