I am considering to submit a paper to a journal but I am not 100% sure that it would suit their interests. Among the editors, there is one scholar that I know to be a specialist in the field and I thought I could ask him whether the general topic of my paper could be suitable for the journal. However, I am not sure that it would be ethical, although I don't want to waste time with an unsuitable journal. I would be anyway happy to comply with the rules and accept that taking the risk is the way to go.

I believe it is totally fine to do so. Also in some cases the journal has a executive editor who can handle pre-submission queries.
It is definitely fine to do so. I have contacted the editor of journals with the tentative title and abstract to see if the study would fit with the scope of their journals.
I believe that some journals even encourage to do so. There is nothing unethical about it.
