As you can read in the paper, as they turn into non-classical monocytes (sometimes also named "inflammatory") the expression of CD14 is down-regulated and they start evidencing their effector functions (phagocytosis, production of cytokines, etc). Therefore using the reduction of CD14-expression as a marker for apoptosis is not correct. My suggestion is that you use some other stainings to determine apoptosis as an Annexin V/PI staining, or any of the many available viability dyes.
