I sent a manuscript to a journal in springer,
I have checked the status in 22/02/2016 and it was 'Decision in Process'. Today the current status is 'With editor'. What could be the meaning of this?

You are getting closer to a decision, but you still need to wait a little longer. You should receive an email from the journal very shortly after the decision is made, so there is no need to contact the editor, even when the site tells you that you have reached the next stage (whatever that is).
Exactly, it is "on the editor's desk" which means: all reviews that were mandatory for a possible decision are already "in", but the editor has not decided yet; just wait some more days, probably up to 2 weeks; you are very close now. All the best for your scientific works!
