- world in which oil market by itself, rather than OPEC, regulates the oil business?

OPEC's rejection to reduce oil production below 30 million barrels a day could be an indication that Saudi Arabia and OPEC are not any more a major factor in balancing the oil market.In other words, it seems that the market is left to stabilize itself.... and the oil prices have been falling from mid-2014 which has not happened since 2010.
