Why ZnCl2 need to disperse in deionized water before synthesis ZnO in hydrothermal method?

ZnCl2 + NH4OH = ZnO + H2O + NH4Cl

ZnO need to disperse with deionized water and would be added sodium hydroxide before further synthesis in hydrothermal method.

why ZnCl need to be added with deionized water?
