A lot of researchers are used low filler content of carbon filler in the conductive polymer and prepared their composite for EMI shielding as we can see that pure carbon conductive property are much higher compared with composites than obviously their shielding property are also high, right?

The composites have nice mechanical properties, resistance to degradation and good cost/quality rate. Pure carbon materials are pretty expensive (carbon tissue, etc.) and not so robust as the composites. Some cheap pure materials like pressed black carbon are not good for processing (bad mechanical properties) and can be harmful.
Some carbon nanomaterials (tubes, nanofibers, graphene) make polymers conductive even with comparatively small concentrations.
As Denis Korneev mentioned, the polymer matrix reinforced with conductive materials is costly effective and also it is easy to be fabricated in complex shapes. However, it is very important to optimize the amount and the dispersion of the conductive materials such that the distance among them must be significantly smaller than the wavelength of the radiation that is being shielded, otherwise, the shielding will not be comparable to that of the an unbroken conducting surface.
Based on that, I think you need to control the dispersion as well as the amount of the CNT in your composite.
