I sometimes feel that human beings cannot work in the same form all the time. What exactly are the things which stops us and what can be done in this direction ......
at first we have to define the term "work" : "Targeted, social, scheduled and conscious, physical and mental activity."
Thereby is to consider that two things can stoping us: our physical or/and mental forces, if our performance is achieved. This includes concentration and if that be will lost it will dangerous. Because life should not only consist of work, it is important that the person also rest periods inlaying, itself busy with other things, regenerates, to obtain its performance and / or to improve. Its mental force one can with different things improve. For many people the mental training is very important and helps the performance to increase.
According to the job performance (if we define or understand as social activity, programmed and conscious, with physical and mental engaged in harmony) it has to do with several factors, both of the person or individual working. and the institution or company where he works and provides or collects its services, in addition to factors of social, political and economic context in general involving the company as a whole of people working for similar purposes, but not limited to labor institutions but other variables specific context (security or insecurity, economy and labor policy thereof, or wealth of job opportunities and development in certain areas, as well as environmental cultural and ecological wealth) "healthy or unhealthy" and that affect each individual differently.
On the other hand, the individual can not be programmed, motivated and incentivized to work and be productive in every sense (labor, physical, mental and intellectual) to the maximum or "maxed" at all times, both sleep period as waking ( only feasible for humanoid robots) thing.
During the vigil, there may be times throughout the workday of each person, where your concentration and creativity is high, but still within working hours, is required breaks to organize ideas, appeasing our organic-biological part and "take a breath" to continue with the initial production activity, which could be later, to more creative, original and innovative.

I think there are many factors s to why we cannot and do not work the same way always.
Personal Factors: Age, fatigue, disease, mental state of mind, physical state of being, family problems, responsibilities and so on....
Organisational Factors: conditions of service, nature of the job, stress, fatigue level in the organisation, internal and external environment in the organisation, inter-personal relations, development of the personnel, leadership .....
I think, sometimes our mood do not allow even to work but because duty related bound force us to work. That is way, without interest we start working. As a results our habit become dictated to it. And finally our performances become poor. However, I also think that properly routine followers mostly work efficiently during working hours.
I think it may be due to getting demotivated by others or not getting the good results in spite of the efforts we have made or the hard work we have done.
i agree with most of the reasons that have been cited by the other answers. Personal factors, motivational levels, organizational settings , poor feedback etc are some of the prime reasons why we are not able to work in the same form at all times.
According to Affective Events Theory (Howard M. Weiss), the changes in whatever happens in working form or style of doing work, are due to changes in cognition, emotions, mental states and events that happen in and around work spot. Studies have proved that the changes in these factors are positive, they impact our performance to be positive or vise versa.
