Just a query(space time and evolution):
If time runs very fast things will disappear. similarly if time runs slow or very slow things will be stationary(w.r.t what i don't know). But time is uniform at present. I don't know, on what factors does it depend. May be some Gravitational forces between galaxies or matters trying to confine these things together and may affect time and evolution of the system also. One thing that i believe(rationally) is that if forces in matters will decrease system will evolve fast(can't say about time variation).

The regularity or the uniformity in their movements (rotation) created the uniformity in the time concepts also. The passage of time was extremely important for astronomers and priests who were responsible for determining the exact hour for the daily rituals and for the important religious festivals. That may be reason for division of days (and nights) in to hours and then to minutes uniformly. The history of time is quiet interesting and I attach a nice reading for you.

Why time is uniform?
And to discuss my point of view in answering this question I will ask myself some questions:
What is the time?
- It is a Succession of events.
How can we know that time is uniform?
In real we aren't able to know if the time is moving by a uniform speed or not, and the reason behind this is that we are a part of the time, so we aren't able to feel the difference in the increase or the decrease in the speed of the succession of events(Time), because if the speed of the succession of events increased also the speed of everything in the universe will increase even our speed in moving or our speed in thinking…. So on), so we will feel that the time is moving by a uniform speed but in real it isn't true, So the only one who could feel the change in the speed of succession of events(Time) is a person who has a different(speed) of succession of events(Time).
Just like:
A Man who was driving a car by the same speed of a car next to his car so he won't feel that the car next to his car is moving but if he stopped his car he will feel that .
So, the time is not moving by a uniform speed and its speed could be changeable but we aren't able to feel that.

The question raised and responses are really mind teasers. But in my view, let us measure and define that is possible. Time is a convenient method that we easily inherit, use and accept. Can we learn from trees, animate species including beasts and birds who follow their rules / norms to measure time! We humans also measure their behaviour with respect to time. In my view time is eternal and we only create convenient subsets for measurement.

Time is a manifestation of Divine energy and it is manifested in motion. Ranging from large to small, the galaxies move around the center of the universe, dawns move around central galaxies, planets move around dawns, satellites move around planets, electrons and protons move around atoms, and so on. Also, these objects rotate around their own axis.
Different living beings perceive time differently, depending on how it proceeds through their Divine energy, quality of the living being and external factors. So for butterfly time flows very fast for turtle time flows slowly. For a person who practise yoga, meditation time can stay more still. For an astronaut time is also slower than for the man who stays on Earth.
Time is even becouse God wants so :) And manifestations of this energy also behave evenly - rotating with the speed which is needed for the Almighty, so the universe stays in perfect harmony and balance.
We are powerless to speed up or slow time, but we can change ourselves, and so the perception of time speed changes for us.

Time is not absolute and something that is not absolute can not be divine so it can not be divine.
Also if it would be divine it would be the same for all, but it is not so,
as time is relative.

the facts you shared is described in ancient sanskrit scriptures as
कालचक्रप्रणेतारं तं सूर्यं प्रनमाम्यहम् I
means we join hands to the sun that has started the wheel of time (being reason to have days and nights on the earth and consequently the week, month, year and second, minute, hours to make days, years etc.)
