The Institute for Scientific Information (ISI) was founded by Eugene Garfield in 1960. It was acquired by Thomson Scientific & Healthcare in 1992, became known as Thomson ISI and now is part of the Intellectual Property & Science business of Thomson Reuters. Why some journals have impact factor but not available in ISI cited journal list?
One of the criteria of journal impact points is the number of the references articles. The impact factor increase with the number of references, but the references can be made in ISI Proceedings or not. So, here is the problem.
On the other hand, it needs some years (2 until 5 years) to be an ISI Journal in a list.
One more reason: some journals are removed from ISI Journal Citation Report inter alia because of what ISI calls anomalous citation patterns, see http://admin-apps.webofknowledge.com/JCR/static_html/notices/notices.htm#editorial_information for details.
I could not see any journal having Impact factor but not listed in ISI / Thomson Reuters. Nowadays there are many agencies evaluating Impact factors - like Universal Impact factor (UIF), Global Impact Factor (GIF), Index Copernicus Value (ICV) and other National / International agencies - but International IF is calculated by ISI/Thomson Reuters only.
Also it takes minimum 3-5 years for getting IF by Thomson Reuters from the year / day any journal gets registered/listed in ISI.
