This is not true.
The indexing and the impact factor of a journal do not necessary correlate with the quality of writing.
but some times Scopus differ with some journals like Thomson journals .
I think the reason is that the rank of the universities somehow depends on the number of the papers that have been published in Scopus .....

Scopus use cite factor while Thompson Reuters use impact factor (IF) as a citation measure produced by Thompson Scientific's ISI Web of Knowledge (Web of Science) database. Impact factors are published annually in ISI's Journal Citation Reports database.
Today, everybody mentions IF without regarding it to its source. The best and number one metric system is that of ISI. However, scopus is not second fiddle, yet the mostly used index by highly ranked Universities for their academic staff is that of ISI. It is advisable to always check a journal if it is indexed in ISI.
