Why my cells (or DNA) are turning into a gel during my DNA extraction?

When I'm proceeding my DNA extraction protocol, my DNA becomes an insoluble gel in solution and it's impossible to measure the concentration.

The cells that I'm using are Human Keratinocytes (HaCat)
