I am doing an experiment for checking the expression of Hemoxygenase-1 in J774 macrophages after treatment with a compound by western blot. But in untreated control, there is considerable expression almost equal to treated cells.How is this possible? I repeated the experiment with cells 3 times but same result. please suggest

You have to cross check your culture conditions and morphology of cells. This usually happens when cells get activated for example delayed sub culture (media toxicity). However, i would suggest you to carry out NO experiment before you isolate protein from cells for western blot.
