I am trying to prepare a composite membrane PVA/PAN
Using 10% PVA solution , PAN UF membrane , coagulation solution 10% NaOH, Crosslinking with GA solution " GA+Sulfuric acid + acetone"
The PVA layer is not attached to the PAN in a good way , and when i tried to prepare it as pure dense membrane its always in the aqueous state

Hi, please check viscosity of your PVA solution. Try to form a dense film first with your existing solution. You might need to increase PVA concentration or cross-link it at elevated temperature.
To coat on a porous layer first impregnate support with either solvent in which you prepare PVA solution or some silicone oil so that pore intrusion doesn't happen.

Sorry for my late answer. But I think partial pre-cross linking before casting is beneficial. let say you can crosslink around 60-70 % so that you can able to cast it with sufficient viscosity. Later you can crosslink completely to easily obtain the nice membrane.
