That is a valid and interesting question, which I like. - I have understood that you are referring to waste treatment technologies. On conferences I tell the audience sometimes (as a joke), that waste (particularly hazardous waste) needs to be treated and not to be managed and commonly I am confronted with incomprehension.
And that is really the point to select the right process for the right waste type and mostly it is done wrong, anyway. All the so-called waste experts, which never have operated an incinerator, a soil washing plant or a thermal desorption for one single hour in their life, hide behind the term BAT, best available technology. Unfortunately nobody really seem to know, what BAT finally is and referring to papers from other waste experts which never have operated an incinerator, a soil washing plant or a thermal desorption for one single hour in their life.
Sorry that is basically the essence of working in this busines for almost 30 years.

It is not only strategy and policy. First and foremost you need some money to establish proper waste treatment centers and that does not necessarily bring money. It is expensive to treat waste!!! - Recycling is only possible in industrial countries, where a full-fledged industrial infrastructure is available and a sufficient transport structure, otherwise you cannot sell the recovered products. - That is the reason, why in most of the counties waste management (particularly treatment) remains a dream on nice papers, only. - Another issue is remediation of abandoned industrial sites, which affects via soil and groundwater human health even more, than insufficient waste management practise.
To maintain carrying capacity of the natural resources one should have to follow proper waste management technique so that there may be balance of natural resources.
I believe that it is necessary to apply appropriate waste management techniques due to the need to develop a new green economy, ie to implement the principles of sustainable development. It is necessary to minimize and limit the negative effects of climate change, generated by the progressive greenhouse effect of the Earth, which is rapidly accelerating global warming.
