The process of 'dry reforming' is different from that of 'steam reforming' since the first uses CO2 as oxidant and the second uses water as oxidant .

You are right. It is dry because of no water addition and the O for partial oxidation of the HC comes from CO2 which itself converts to CO. Just as a corrolary, Solid CO2 is called dry ice
