Hydrogels are water-swollen, crosslinked polymeric structures produced by the simple reaction of one or more monomers, or by association bonds such as hydrogen bonds and strong van der Waals interactions between chains
The hydrogels contained soluble part as they might not be washed properly.First wash them and dry them till you get constant weight ,then carry out swelling.

Thank you for your answer. I am sure this is the main reason for this matter.
In case of proper washing, another reason could be water degradaton. monomers, oligomers or solvents as considered above could be another reason of course.
The decrease of the swelling capacity of the hydrogel composite is due to the screening effect and a loss of the osmotic pressure difference between the hydrogels composite and the fluids.
