Why H2SO4 adding to HCl after recycling of HCl from used HCl on the production line?

There is a recycling system for HCl which is used on the steel descaling on production line. When you get fresh HCl after recycling, you have to add some H2SO4 for react to steel again. I need to understand that mechanism. Why we have to add H2SO4 and after add what is happening to HCl?
