It takes more time to write a book (= 10 articles), a case study with a teaching note (= time for 2 articles). However, US & european universities do not give credit to books and cases ... Is this crazy system of hiring professors based on articles in journals (when journals desk reject articles based on contacts and affiliations) justified ?
If this is the case, then it is not justified. In the current situation, affiliations, relations, connections, and even racism play key roles in appointments as well as in promotions.

Universities contain the good, the bad, the handsome and the ugly. In some universities, there is a secretive lodge which controls & the administration, you see, is not the one which decides. Many activities are surrounded by secrecy: appointments, promotions, bids, posts, travels, sabbaticals...etc. Of course, when there is secrecy & no transparency then the devil rules nobody else.

In EU countries in general all peer review publications count for appointment and publication; journal articles, books, book chapters etc. Yes, journal articles are considered more prestigious, epsecially articles published in high Impact factor journals, but other forms of peer review are also considered
