that depended on the molar solubility of the chloride ion which is represent the negative ion in hydrochloric acid.
This is because the limitation of solubility of HCl gas in water. You can not produce HCl more than 36% concentration.

The max contents of HCl are 36% HCl by mass and have a density of 1.179 g/ml with a bulk density of 9.83 lbs/gal for the Molecular Weight of 36.46
