Too strong interaction between Graphene and metallic substrate. Interlayer interaction in HOPG (sp2 -sp2 interaction between the layers) is very low, that's why we can exfoliate them apart rather easily.

Depends on the thermal budget - at high (hundreds) degrees there might be diffusion of Carbon and Metals.
