This citation is used on Wikipedia when explaining that the identity of the parents of the fetus from whom HEK-293 cells were taken is unknown. The link to the USFDA in the references section is broken, and searching the web for the document yields no relevant result. Below is the citation:

An interesting question. I checked the content of 7 articles in Scholar that cited this paper but all of those manuscripts referred to the same paper that its full-text was not available. I also checked the academic profile of its author, but there was no such report either on his website or related links. There is a possibility a hard-copy version of this document has been cited in those 7 papers I found in the scholar database. You can ask the USA FDA for this case and they will inform you if there was such a document in their archive.
You can get this PDF by going to archive.org and searching the link given by wiki (https://www.fda.gov/ohrms/dockets/ac/01/transcripts/3750t1_01.pdf) Look under "Search archived web sites" and select the snapshot in May 2012 and there's your PDF
Kye Robinson I tried that but couldn't find it! The original report was in 2001, but it was retrieved in 2012. The archive says from 2016 though i found reports from 2004! Let us know David Schad if you succeeded in finding it on archive.org, I certainly tried to find it for you.
