If you refer to the requirements for publication of an article in a Scopus indexed journal, you must first select a journal (because each journal has certain requirements - you can find them on the journal homepage).

Requirement for publication in listed/indexed journal in scopus is as per publishers (like Elsevier, Springer, Wiley etc) author guideline! So, follow the author guideline of publishers for the publication.
