Journals with a high impact factor, don't publish quickly. Often, it takes a number of months for the paper to be published once accepted.
If you settle for a low impact factor, there are journals who are quicker than others (weeks rather than months). But then again, you would not send a high quality paper to a journal with a low Quartile Score. If depends what you want to achieve.
If you consult the SJR website at http://www.scimagojr.com/ ; it gives the list of journals with their corresponding impact factor and Quartile Score. If you are not too bothered and just want a quick publication, look for Q3 and Q4 journals.
You can submit your paper to any high impact factor but it will not be accepted if it is not of high scientific level. High IF journals take a long period to answer, but if your article accepted then this is a good achievement. If your article was refused, and here is the value from submit your article to high IF journal, the journal will give you the reason of rejection. In this case, you can readjust your work and re-submit it again with high percentage chance of acceptance.
