The journal "Paleontology" has a relatively high impact factor for the field while being broad in its focus. "Paleobiology", "Journal of Systematic Paleontology", and "Papers in Paleontology" are also highly ranked while covering many domains.

About fossil plants the reference is the Review of palaobotany and palynology
Paleobiology, Lethaia, Journal of Paleontology. That having been said, very good articles in Palaeontolgy, Palaios, Canadian Journal of Earth Sciences, Palaeo3, and a few others.
