It depends on the fraction of diesel to ethanol you have.
If you have small fraction of ethanol in diesel, you may first try SPAN 80 due to its good ability to disperse water (or polar phase) in diesel (says water in oil emulsion).
Vice versa, you may try Tween 80 for oil in water emulsion.
A priory seems to me that you should either try blending diesel with water and higher dosage of ethanol (cosolvent) or preparing 'stable' emulsions with surfactants, preferably of low HLB. I would expect antagonistic effect of ethanol/surfactant combination.
