by copying the title and abstract of my manuscript to https://journalfinder.elsevier.com/, and by using the filters for choosing the time to the first decision and time to publication, I found that a journal like : International Journal of Electrical Power and Energy systems takes about 5 weeks for the first decision and 2 weeks for publication with an acceptance rate of 21%.

My advice is to use elsevier journal finder to find the most suitable journal for your manuscript.
