Which primers for qPCR of the 16S rRNA gene (short amplicon) exclude not only chloroplast but also plant mitochondria??

I would like to quantify the amount of bacteria in some samples containing insect and plant material. We mananged to design primers that exclude chloroplast and insect mitochondria however we haven't found the right sequence that varies enough to exclude plant mitochondria. So I would like to know if someone has done this and if the efficiency of such primers is good enough. Thanks!
