Generally carbamates are more stable than the corresponding esters due to the fact that the carbonyl group in carbamates is less electrophilic than that of an ester.

Hydrolysis half-lives for carbamates range from seconds to 105 years.

Base catalysis dominants over environmental pHs. Primary carbamates (R1 or R2 = H) undergo hydrolysis via an E1cB type mechanism much faster than secondary carbamates, which hydrolyze via a BAC2 mechanism.

The hydrolysis half-lives of carboxylic acid esters range from hrs to years depending on the structure. The rate constants for the neutral and base catalyzed reactions are sensitive to structural changes.

The rate of the alkaline hydrolysis of several aliphatic and aromatic carbamate and and carbonate esters was studied at various temperatures. The reactions were found to be first order with respect to both hydroxyl ion and the ester. The data seemed to indicate two mechanisms for the hydrolysis of the carbamates: that initiated by an hydroxyl ion attachment on the central carbon atom followed by a carbamate ion intermediate, and that involving direct ionization of an amide hydrogen followed by formation of an isocyanate intermediate. Since the latter mechanism appears to proceed with much greater ease for carbamates of strongly electro-philic alcohols, the N-unsubstituted and N-monosubstituted carbamates of these compounds undergo cleavage at rates several orders of magnitude greater than those of the corresponding disubstituted carbamates.

Here is a full paper that you can read that discusses the answer to some extent.  It actually summarizes the data from the Dittert paper that the previous author mentioned, in case you don't have access to the full Dittert paper (ideal).  Dittert is one of the few that has done the work, and I think his paper is most famous.  I agree with the other 2 authors - carbonates will hydrolyze faster than carbamates, in general (always have to add THAT qualifier).

Hydrolysis  of ester is  stronger than that of carbamate .   Carbamate is just like amide (CONH) which is easily hydrolysed than more stable ester(RCOOR,) .
