I think that book is more important than journal article, at first. Among that, there are some exceptions that it makes to consider some papers as an authentic/reputable source.

I don't think the quality of the work has to do with whether it's a journal article or a book. It has to do with the author and the contents of the work, as well as the relevance and applicability of the content.

Both are important but depends upon perspective of work, content and authors decision is most important for choosing the journal or book.
