Most reputable publishers do not take fees from the authors if they keep within the page limits. Look for example at IEEE and ACM journals:

and see if one fits your topic. If your work is accepted there it is at least visible, there are tons of obscure journals that are hardly read by anyone and your work will just vanish there.
If you are looking to publish open access there may be associated fees. Hindawi Publishing Corporation has quit a number of associated journals however some ask for a fee.
Another journal to look at is the Central European Journal of Computer Science.

Alan remember there are conferences that are sponsored by or indexed by IEEE that charge for presenting proceedings papers. Many of these conferences has a journal associated with the conference that is published once you make changes from a review after the conference.
I hate to sound general, but most journals are free to submit and have work published to if you don't care about Open Access options. Springer is a great place to start if you are interested in getting your work put in a Springer journal but there are others such as World Scientific.
Dear Daniel, springer is one of my choice, but Do you know how much time it takes for Review ??(my first choice is Fuzzy Optimization and Decision Making)
If all else fails, there are "Letters" flavoured journals out there that can get a review completed within 3-4 months. For example Information Processing Letters, Parallel Processing Letters, etc...
I updated the Elsevier list with a new column: Acceptance Rate, based on Elsevier Journal Finder results. In my view, there is a correlation between the Impact Factors and Acceptance Rate. As writers, we generally want a good Impact Factors Journal with higher Acceptance Rate. Thus, I make a new column, i.e., Acceptance Rate times Average Impact Factors. Hope this would be helpful.

Most journals by reputable publishers are free to publish, unless you want open access. Their business model is based on institutional subscribers, not author publication fees.
It may be a bit harsh to say it, but it's questionable whether journals that require a publication fee are worth publishing in. If your work is not strong enough for the top rank journals published by the likes of IEEE, ACM, Springer and Elsevier, look to the mid rank publishers like Inderscience, IGI, SAGE, Taylor & Francis etc.
There are also some emerging publishers that have completely embraced open access, like the European Alliance for Innovation. Their journals are worth a look also.
A few journals which you can prefer for sending your manuscripts for review (Also you can consider the articles from these journals are of good impact ) are : International Journal of Information Technology and Computer Science(IJITCS) ; Applied Computing and Informatics ; Pattern Recognition Letters ; Signal & Image Processing : An International Journal ; ACM Transactions on
These days universities want papers from research scholars in high reputed sci Thomas Reuter approved journal. Usually, all high indexed journals don't charge for publication. Like IEEE, ACM, Springer, Elsevier they are the good reputed journal. They just want a good quality work which they can publish... All the best
