I'm suspicious of any conference or journal with "international" in its name. Sounds like it's trying too hard.
(IFIP being a rare exception because they have UNESCO backing their "international" claim. Otherwise, what about these venues makes them "international"?)

If this is the same journal, located at http://dl.acm.org/citation.cfm?id=J1057 I would think it's okay. ACM Digital Library indexes it, and it has been around for 7 years. Disclaimer: I have never published in this particular journal.
For me, the quality of a journal lies in the number of citations it has had, and also how long the journal is in existence. As an author, I would like timely feedback and review for submissions to any particular journal. ACM's a pretty good start , and of course ISI indexed journals are accepted as indicators of quality the world over.
