Part of this is going to depends on your machines. Check the manufacture instructions to see if there is a limitation on plates types (e.g. full-skirted, semi-skirted, etc.) and if the data are read from above or below. You probably won't need black plates unless you are using something fluorescent and/or light-sensitive.

For bacterial growth

Use polypropylene flat bottom deep well 96 well plates for the growth of bacterial cultures. Polypropylene offers a low binding surface.

For ELISA

Most plates used for ELISA are flat bottom polystyrene plates with medium binding. The capture protein can be passively absorbed on the surface of polystyrene plate. Having the reactants of the ELISA immobilized to the microplate surface makes it easy to separate bound from unbound material during the assay.

For DNA quantification

Transparent microplates are required for absorbance assays as light must pass through the sample in this detection mode. For RNA and DNA quantification, UV-transparent microplates that allow UV light transmission in the range between 200 – 400 nm have to be used. Depending on the manufacturer, these microplates have different names, but they are all made of the same material, cyclic olefin copolymer (COC). Round bottom would distort the optical path, so you need to use flat bottom 96-well non-binding plates.

Is there a type of plate suitable for bacterial growth and ELISA together?

No, I don’t think there will be one such plate because for both, bacterial growth and ELISA, the requirements are different.
