There isn't a priority just related to your list - except that they are all part of the bigger picture. It is the whole - rather than part of it. You haven't included media profile, networks, positive email approaches, local, national and regional negotiations etc.
My first priority is always the same. It's love, motivation, commitment, drive, understanding, tolerance - and the rest just naturally follows.
I know when I can relate to a new PhD scholar - and I like to think the they know that I am a reasonable choice to assist them.

I think all of these factors support and complement each others. Its extremely (may be impossible) difficult to rank them on the basis of their level of importance.

I am commenting this from a student point of view.
In the past I have got a scholarship for Master studies and for a PhD, as well. The great influence on comission's decision had my engagement and active participation within civil sector (NGOs, humanitarian actions etc.).
So I always encourage others to think a bit out of the academia-based box and go a step further. It is challenging, but it seems to be working.
