Should MSc students focusing on just getting a higher grade or try to expose themselves to more research and professional experience during their studies?
Which is more important regarding PhD application, to have distinction in your MSc or to have more professional and non academic experience ?
I think this depends on individual PhD candidate's preference, competency, current working conditions & exposures, nature of research topic etc. More importantly, you should find a research problem sweet spot worthy for PhD research / knowledge contribution.
If you are a member of selection committee for a job or Ph.D. opportunity will you vote for the candidate with higher MSc grades or for the one with more research and professional engagement?

I agree with Mr. Han. The focus depends on many things following the students themselves (e.g. their aims, motivations, capabilities, or resource availability), requirements of the PhD programs, or availability of the job. The essential issue, I think, what is the aim for continuing to the study program.
From the perspective of selection committee, I will find out the objective of the organization / university that offer the job / PhD study opportunity as well as the evaluation criteria for the position. If the job is demanding certain deliverable / outcome based on industrial experience / exposure, then I will explore candidates with research & professional engagement. if the job / PhD study opportunity is focusing on research & development expanding from relevant candidate's master research, then I will consider the MSc graduate.
In my case, as I am doing my MSc now I am trying to balance between both but when I have to choose between highest grades without professional engagement or median grades with professional involvement I always pick the last because I believe that higher grades never express your potentialities and only indicating that you are good in handling exams.
As a Phd aspirant, my guess work so far has been that the academic qualifications and credentials should mach with your experience and expertise in your field as well as your keen interest in research and publications.
Having said that , based on your field of interest for Phd there might be more weight-age for certain categories than the rest. identify them and work more in those areas.
