Better is a relative term, different technology has different advantages over each other e.g. few technology needs minimal power but large spaces like wet lands, few needs small foot prints but require high energy consumption e.g. all Aerobic process like MBR/ MBBR. thus answer to your question needs frame of reference. I would summarize it in following text
a Energy All bio remediation and Anaerobic process has advantage over mechanically assisted aerobic processes such as MBR, MBBR or Extended aeration.
Infect anaerobic process produce methane, which can be used as fuel for energy generation.
B Volume of reactors, Aeration process has advantage over anaerobic systems. Aerobic system has small footprint thus relatively less costly in construction.
Thus answer to your question for commercial use (where energy consumption, sustainability, running cost & capital cost is important parameter), it is advisable to have Anaerobic MBR which has small foot print and consume lowest energy and produce reasonable good quality of treated water. If flow rates are enough this system, it would provide you enough methane to offset cost of energy consume !

Since you are not giving loads, but only concentrations and since you are also not giving the wanted effluent quality it is hard to give any real guidance.
If your load is relative low say below 1000 kg BOD5/d normally the aerobic version will be cheaper in Capex and the Opex gain from the energy Produced by Biogas from the Anaerobic solution will not be able to compensate the difference.
In the range above you might also first consider MABR like the one from Oxymem.
If your above 2000 - 4000 kg BOD5/d Anaerobic will normally always be cheaper, but dependant on the effluent quality you need an additional aerobic stage will be needed.
Provide answers cover a number of significant issues. Two additional remarks:
First, 3000-4000 mg/L BOD means at least double the amount of COD, which is a more appropriate to evaluate candidate proces ases. Energy wise it should be noted that your waste involves around 3500-4000 Kcal/kg of COD. In anaerobic systems you have the option to recover this energy, if the COD load is high enough. In aerobic systems you just oxidise it with addition energy for aeration.
Second, the choice of systems also depends on effluent limitations. If this is too low, say below 100mg/L COD, you would need to consider a two stage system (anaerobiv/aerobic) mainly to reduce the level of soluble residual microbial products.

I think for this characteristics that you write, combination of an anaerobic system such as Anaerobic Baffeled Reactor (ABR) and anaerobic filter at the end at this suggested unit and a hybrid subsurface constructed wetlands (Horizontal and vertical ssf) coulb be solve the pollution and decrease it to limit of environmental criteria.

Sequencing batch reactor(SBR) for this high BOD (3000-4000 ppm) is not suitable, because the aerobic system can be failed for BOD higher than 1000 ppm. Surely , for this BOD , anaerobic system must be provide.

The high concentration is not a problem If The loading is low enough since the Influent will be diluted Info the complete SBR volume. It will though clearly be a good idea with an anaerobic feeding phase of 20 - 30 minutes to minimise filamentous growth and the Aeration System muss be well designed.
The BOD loading is quite light for an anaerobic digester if this is what you are considering, but if for a continuous wastewater flow, (not a SBR) the combination of anaerobic aerobic should be considered, in my opinion. The anaerobic reactors should be the first followed by aerobic and or anoxic in a series of alternating parallel trains (depending on the facility size), Fixed media (MBBR) is suitable if you do not have to recycle the mixed liquor. If you need to recycle it is possible to design the treatment train to allow this with Integrated Fixed Film Activated Sludge (IFAS). Good luck!
