What are the main factors or indicators you take into account that may or may not influence your choice to submit manuscripts to a potential journal publishing entity?
1. Scientific quality of the journal, as measured NOT by impact factor or any other numerical value or having open access possibilities, but how GOOD I think it is
1. Whether it fits, as measured by whether the journal recently has published papers on topics that are close to those of the current paper or not
2. If I have published in that journal before, and the experience was a good one
As my experience is somewhat limited, I simply ask my supervisor for advice and I think he is trying to 'tailor' quality of research to position of journal in international publishing market.
Personally, I would aim high, as demanding journals may have a board of skilled reviewers who can provide valuable feedback regarding submitted manuscripts (hoping that they will be fair in possible criticism).
