Some developing countries have plenty of biomass resources, but they couldn't exploit them effectively and efficiently yet due to several reasons --not only technological aspects but also economic aspects. Therefore, which factors do you think are crucial in sustainable utilization of biomass sources in the developing countries?

As you say, there are many factors that unable countries to fully exploit their resources but I would say the most important ones are the quality of the institutions, corruption and bureaucracy. There is a really nice paper by Halvor Mehlum which is called the "Institutions and the Resource Curse" and he provides a full analysis about this topic.
lack of national legislation and support
Private protection of the resources, even most of them are representing national values
unofficial use/exploitation on the *black* market of foreign or national units
Local incentives are the most important key factors. In most developing countries the kWh prices in spot energy markets are not enough to ensure investments.
