It depends, actually. We have ionic liquids which act as cationic and as anionic surfactants.
I was referring to the fact that ionic liquids for breaking oil-water emulsions and stabilizers nanoemulsions in the polymerization process. HLB will define it?
Actually, the hydrophobic chain length plays the major role in surfactants properties or behavior. Hence, I think any ionic liquid possesses relatively long hydrophobic chain will act in a similar manner to surfactant as stabilizing of emulsions and others.

I would only add, that not only a long tail is needed, but also a head, i.e. things like trihexyltetradecylphosphonium ILs, although they have long chains are not suitable, because they do not have a polar free end, and charge is covered by the curled up long alkyl chains
