You might want to re-frame your question, whether you'd fast processing or high acceptance rate journal series.
You might try EURASIP Journal on Advanced Signal Processing. It has a good impact factor and would give a response in a month or two. It is a fast processing journal. There are already a couple of papers published in this related to your topic. They mainly look for detailed background research and algorithm explanation. But most may feel that the processing fee might be overpriced. But this wouldn't be a problem if you could get your institution to pay it.
If only high acceptance is your focus, then you might have to trade-off on popularity. You would get easier acceptance at relatively newer journals. For example you can consider International Journal of Science and Research, India. I've also seen papers in your field freely accessible in the net.
Recently, I did a little research on Computer Science (including Computer Vision, Pattern Recognition or Image Processing) Journals List, Review Speed, Impact Factors, and Open Access Fee from Elsevier, Springer, and Hindawi. Please find them at the attached links.
I updated the Elsevier list with a new column: Acceptance Rate, based on Elsevier Journal Finder results. In my view, there is a correlation between the Impact Factors and Acceptance Rate. As writers, we generally want a good Impact Factors Journal with higher Acceptance Rate. Thus, I make a new column, i.e., Acceptance Rate times Average Impact Factors. Hope this would be helpful.

If you already have the title and abstract for your article, you can use the following tools from Elsevier and Springer to help you pick a right journal among those that belong to the respective publisher

The output of these tools shows inter alia average article processing times and impact factors of the journals and, if I recall correctly, also publication fees and open access fees.
In many journals you can publish free of charge if you do NOT make your article open access (i.e. it is available only to journal subscribers), but this should be checked for each journal separately.
Once you make a short list of potentially suitable journals, you can check whether they are covered by Scopus here
