You need to write clearly what method is used for referencing, how the work function was obtained, state the work function value and the position of the C 1s peak after calibration.
Second problem: how did you calculate the work function of steel? The most straightforward way is to measure work function by UPS from the same sample.
How to answer these questions? Kindly help me.
The 285eV of ubiquitous carbohydrates is referred to the Fermi Level reference at 0 eV. So, as said in answer 2, check that your measured Fermilevel is situated at 0eV binding energy. For calibration of the binding energy scale use in addition Ag, Cu and other well defined reference lines (of sputter cleaned metal samples) near your measured lines.The calibration with C1s is problematic as C1s is quite soft i.e. shows strong chmical shifts.

No, he should not go for carbon correction if he's analyzing steel. Steel contains non-adventitous carbon, so the C1s method will lead to nonsense.
